Isiolo County Public Service Board invites applications from competent and qualified persons to fill the following positions:

REF: ICPSB/01/07/2018: DIRECTOR OF EFFICIENCY MONITORING, JOB GROUP ‘R’- ONE (I) POST

TERMS OF SERVICE: Three (3) years Contract

Duties and Responsibilities

The Director will be responsible to the chief officer Public Service management for the overall management of the Efficient Monitoring Unit. Specific duties and responsibilities will include: – promoting management accountability in the Public Service and assessing implementation of Government policies, programmes and projects and proposing appropriate recommendations. In addition, the officer will coordinate human resource planning and development in the Unit.

Requirements for appointment

For appointment to this grade, an officer must have: –

  1. Bachelor’s degree in Monitoring and Evaluation, Statistics, Economics or related field from a University recognized in Kenya;

  2. Have relevant knowledge, experience and a distinguished career in monitoring and evaluation of not less than seven (7) years ,three (3) of which must be at a senor managerial position in M&E in the public service or equivalent in the private sector;

  3. Master’s degree in any of the following fields: Economics, Accounting, Business Administration, Management, Finance, Computer Science, Human Resource Management/Development, Valuation, Construction Management, Engineering, Supplies Management, Law or any other relevant qualification from a recognized Institution;

  4. Demonstrated outstanding professional and managerial competence; and

  5. A clear understanding of government goals and strategies and be able to integrate them within the overall County development goals.

REF: ICPSB/02/07/2018: DIRECTOR OF INFORMATION AND PUBLIC COMMUNICATIONS, JOB GROUP ‘R’- ONE (I) POST

TERMS OF SERVICE: Three (3) years Contract

Duties and Responsibilities

The Director will be responsible to the Chief Officer Public Service Management for the formulation, implementation and co-ordination of Information and Public Communication policies, strategies, programmes and significant events in the Unit. Specific duties and responsibilities will involve: advising on Information and Public Communications issues; monitoring information and public communications policies and programs and reviewing them as appropriate; preparing information and public communications reports/briefs; and ensuring professional ethics and consistency in information gathering and dissemination.

Requirements for appointment

For appointment to this grade, an officer must have:-

  1. Bachelor’s degree in Mass Communication, Communication Studies, Journalism or related field from a University recognized in Kenya;

  2. Have relevant knowledge and experience of not less than seven (7) years ,three (3) of which must be at a senor managerial position in the public service or equivalent in the private sector;

  3. Have a Master’s degree in any of the following disciplines: Mass Communication, Communication Studies, Information Sciences, Public Relations, Journalism, International Relations, Social Sciences or any other approved equivalent qualifications from a recognized institution;

  4. Possess strong leadership skills;

  5. Possess excellent oral and written communication skills in both English and Kiswahili;

  6. Be of high integrity, motivated and a team player with ability to strategically think, plan and implement information and public communication programmes;

  7. Possess advanced computer application skills;

  8. Have a clear understanding of County Development Goals, Policies and Programmes, vision 2030, Sustainable Development Goals and the ability to translate the role of Information and Public Communications towards realization of the same; and

  9. Have demonstrated outstanding professional and managerial competence in management of Information and Public Communications function as reflected in work performance and results.

REF: ICPSB/03/07/2018: PROTOCOL OFFICER, JOB GROUP ‘N’- ONE (1) POST

TERMS OF SERVICE: Three (3) years Contract

Reporting to the Director of Information and Public Communications, the protocol officer will be responsible for public relations, media liaison, and protocol services in the Governor’s Office.

Duties and Responsibilities

  1. Handling all aspects of visits, conferences, tours and social functions initiated within the office of the Governor

  2. Arranging travel for the Governor including scheduling travel, preparing trip folders, arranging bulletins, and preparing itinerary

  3. Scheduling events, determining need for audiovisual equipment, gathering of biographies and guest information, preparing agendas, and setting up locations

  4. Assist in the development of media plans, distributing and following up on media releases, booking interviews and liaising with the media

  5. Drafts routine official and social correspondence related to protocol and events

  6. Provides support to the Director of Information and Public Communication when needed

  7. Any other duties as may be assigned by the Director.

Requirements for appointment

  1. Be holder of a Bachelors degree in any of the following disciplines; Mass Communication, Journalism, Public Relations, Corporate communications or related qualifications from a University recognized in Kenya

  2. Have relevant knowledge and experience of not less than three (3) years in a senior position in the Public Service or Private Sector in the portfolio applied for

  3. Must have a very good working knowledge of the general etiquette and social standards

  4. Excellent written and oral communication skills

  5. Proficient in ICT

REF: ICPSB/04/07/2018: CHIEF PUBLIC COMMUNICATIONS OFFICER, JOB GROUP ‘M’- ONE (1) POST

TERMS OF SERVICE: Three (3) years Contract

Duties and Responsibilities

gathering information on programmes, significant events in the Governor’s delivery unit and the impact on stakeholders, and forwarding the same to the Director of Information and Public Communications for dissemination; assisting in the development of communications and media strategy; editing stories on various topical issues before they are released to the public and liaising with media practitioners and the public on issues of mutual concern.

Requirements for Appointment

For appointment to this grade, an officer must:-

  1. Be holder of a Bachelors degree in any of the following disciplines; Mass Communication, Journalism, Public Relations, Corporate communications or related qualifications from a University recognized in Kenya

  2. Have served in the grade of Senior Public Communications Officer or in a comparable and relevant position in the Public Service for a minimum period of three (3) years;

  3. Have a clear understanding of the working of the media and the socio-political environment in Kenya;

  4. Possess good oral and written communication skills in both English and Kiswahili;

  5. Possess advanced computer application skills; and

  6. Have shown merit and ability as reflected in work performance and results.

REF: ICPSB/05/07/2018: INFORMATION COMMUNICATION TECHNOLOGY OFFICER I, JOB GROUP ‘K’- ONE (I) POST

TERMS OF SERVICE- Three (3) years Contract

Duties and Responsibilities

Duties and responsibilities at this level will include: installation and maintenance of computer systems; configuration of Local Area Network and Wide Area Network; developing and updating application systems; and carrying out systems analysis, design and programme specifications in liaison with stakeholders; carrying out repairs and maintenance of Information Communication Technology equipment and associated peripherals; drawing up hardware specifications for Information Communication Technology equipment; verification, validation and certification of Information Communication Technology equipment; overseeing the process of configuration of new Information Communication Technology equipment; and designing of standard communication charts.

Requirements for Appointment

For appointment to this grade, a candidate must have a degree in any of the following fields: Computer Science/ Information Communication Technology or in Electronics/Electrical Engineering from a recognized institution in Kenya.

REF: ICPSB/06/07/2018: EFFICIENCY MONITORING OFFICER/ECONOMIST 11, JOB GROUP ‘K’- Three (3) POSTS

TERMS OF SERVICE: Three (3) years Contract

Duties and Responsibilities

Providing economic planning data; economic analysis; formulation of development strategies; identification, preparation and evaluation of development projects and programmes and monitoring of their implementation, conducting feasibility studies, determining project viability and setting project priorities, collection, collation and analysis of data relating to production and marketing of agricultural/industrial products, computerization and analysis of data, writing and submitting reports on specific assignments and control and supervision of technical and other supporting staff.

Requirements for Appointment

  1. A minimum of an Upper Second Class Honors degree in Economics, Economics and mathematics, Economics and statistics from a recognized university
  2. A minimum of an Upper Second Class Honors Degree in any of the following subjects enumerated in 1 above with a bias towards computer science, operations research, Survey techniques and Demographic techniques from a university recognized in Kenya
  3. A minimum of an Upper Second Class Honors degree in Statistics with appropriate specialization from a recognized university/institution

REF: ICPSB/07/07/2018: LIAISON OFFICER, JOB GROUP ‘K’- ONE (1) POST

TERMS OF SERVICE: Three (3) years Contract

Duties and Responsibilities

  1. Provide an integral link between the county and the respective stakeholders and other relevant offices at the national level
  2. Coordinate donor and Diaspora engagement meetings and fora
  3. Coordinate logistics and accommodation arrangements of County officers and relevant stakeholders/investors on official duties
  4. Plan the use of materials and human resources; and carry out general office management chores;
  5. Set and oversee internal operating rules and regulations;
  6. Establish an efficient record, filing and tracking system for all office inventory, mails and file, monitor their movement and effective correspondence and relay the same to the county
  7. Maintain an update inventory of office assets and ensure their timely maintenance
  8. Attend regular intergovernmental and sectorial meetings as delegated by the Director of Information and Public Communication
  9. Conduct follow ups on agreed deliverables
  10. Conduct periodic research of thematic areas from time to time and provide balanced analysis and assessment to inform Isiolo County Government
  11. Provide quality and timely reports that will be needed as scheduled periodically.
  12. Compile data and drafting communications;
  13. Perform any other duties that may be assigned from time to time.

Requirements for Appointment

  1. A minimum of a degree in public administration, social science or equivalent
  2. Must have relevant work experience in the same or equivalent position;
  3. Must demonstrate strategic planning skills and ability to design and implement short term, medium and long term plans.
  4. Demonstrate understanding and commitment to the values and principles as outlined in articles 10 and 232 of the Constitution of Kenya
  5. Ability to handle multiple tasks, set priorities, meet deadlines and develop innovative recommendations and solutions to problems
  6. Must possess strong verbal and written communication skills
  7. Must be organized, motivated and a team player
  8. Computer literacy with all aspects of Microsoft Windows network; experience with data base management is a plus.

REF: ICPSB/08/07/2018: ADMINISTRATIVE OFFICER, JOB GROUP ‘K’- ONE (1) POST

TERMS OF SERVICE- Three (3) years Contract

Duties and Responsibilities

Duties will entail administrative roles including general office administration, assets management and inventory. In addition, the officers will be exposed to assignments such as: planning and maintaining security; co-ordination and organization of County Government functions; mitigating disaster; peace building initiatives; coordinate compilation of annual reports; facilitating day to day operations of the unit and assisting in handling general public complaints and customer care issues and supervising staff.

Requirements for Appointment

For appointment to this grade, a candidate must have:-

  1. Bachelor’s Degree in any Social Science or its equivalent qualification from a recognized Institution; and

  2. Proficiency in computer applications from a recognized institution.
